Public outrage is intensifying in Nigeria following revelations surrounding the Presidential Foreign Intervention Promotion Council (PFIPC). While the presidency has dismissed the council as a fictitious entity, the organization was reportedly allocated 24 billion Naira in the 2026 national budget. High-profile figures, opposition parties, and civil rights groups are demanding an immediate, independent judicial investigation, alongside calls for the Chief of Staff to the President, Femi Gbajabiamila, to step aside pending the outcome of the inquiry.

Origin of the Controversy

The crisis escalated on June 11, 2026, when the Office of the Chief of Staff publicly disowned Prince Adeniyi Adeyemi. Adeyemi had been operating as the Director General of both the PFIPC and the Presidential Economic Advisory Council (PEAC) bodies that the presidency maintains do not exist.

According to official statements, the Chief of Staff petitioned security agencies in October 2025 after discovering forged appointment letters. Adeyemi was subsequently arraigned before the Federal High Court on charges including forgery, impersonation, and obtaining by false pretense.

In response, Adeyemi denied the charges, asserting his intention to clear his name in court. He alleged that his appointment letter was legitimately issued by the Chief of Staff and claimed that the allegations against him are an attempt to silence him. Human rights lawyer Femi Falana, SAN, criticized the presidency's explanations, stating that the situation has caused unprecedented international embarrassment for Nigeria. Speaking on a national radio broadcast, Falana questioned how an unconstitutional entity could secure:

The African Democratic Congress (ADC) Demands

The African Democratic Congress (ADC) formally called for a Judicial Panel of Inquiry, naming ten specific officials and government institutions that require immediate investigation:

  • The Chief of Staff to the President: To investigate the validity of documents issued by his office and allegations regarding multi-million Naira bribery payments.

  • The Accused (Prince Adeniyi Adeyemi): To determine the full scope of his network and verify the documentation he relied upon.

  • The Secretary to the Government of the Federation (SGF): To check for any official records or authorizations regarding the council.

  • The Head of the Civil Service of the Federation: To clarify how over 300 civil servants were officially deployed to a non-existent agency.

  • The Budget Office of the Federation: To explain the inclusion of the council in the 2026 Appropriation Act.

  • The Ministry of Foreign Affairs: To review the council's interactions with foreign diplomats and embassies.

  • Security and Financial Agencies: Including the National Security Adviser, the Department of State Services (DSS), the Nigeria Police Force, the Accountant-General of the Federation, and the Central Bank of Nigeria to map out operational timelines and track the flow of public funds.

  • National Assembly Oversight Committees: To explain the legislative interactions and invitations extended to the controversial council.

The Nigeria Democratic Congress (NDC) Allegations

The Nigeria Democratic Congress (NDC) expressed deep concern over governance transparency and administrative competence. The party questioned how an unverified entity could successfully satisfy the stringent documentation required to open high-level accounts at the apex bank.

The NDC raised serious allegations regarding financial misconduct, referencing claims that the shutdown of the agency was triggered by a dispute over the distribution of the council's multi-billion Naira take-off grant. The party demanded:

  • The immediate suspension of the Chief of Staff.

  • A forensic review of all official documents signed during his tenure.

  • A comprehensive investigation into the reported death of an intermediary, Babatunde Tanimola, and alleged security threats against Adeyemi.

Testimony From Deployed Civil Servants

Information obtained from official postings and statements from the Office of the Accountant General of the Federation (OAGF) confirmed that staff members were legally deployed to the PFIPC in August 2025.

Official correspondence shows that Adeyemi used formalized letterheads to request accounting and auditing personnel from the OAGF. Three senior civil servants deployed to the entity later served as witnesses for the police investigation.

In their statements, the officials revealed that they reported for duty in September 2025 and were assigned a shared office space. However, they found the environment highly unusual as they were never given official schedules, specific tasks, or any direct correspondence from the Director General. Due to the total lack of administrative assignments, the employees reported to the office only once or twice a week while attempting to seek reassignment. All three confirmed they had never heard of the agency prior to receiving their official deployment letters.

Call for Investigation into Intermediary's Death

Adding to the gravity of the scandal, political activist Timi Frank has called for an exhaustive forensic probe into the death of Dolapo Babatunde Tanimola. Tanimola was identified as the key intermediary linking the principal actors in the appointment controversy.

While the presidency stated that police records show Tanimola passed away in an Abuja hotel days prior to Adeyemi's arrest, opposition figures insist that uncovering the exact circumstances of his death is vital to establishing the truth behind the institutional fraud. Critics point out that despite claims the agency was entirely fraudulent, its leadership allegedly operated with official police escorts, state vehicles, and a government-allocated residence.
