UEFA Unveils Two-Tier Qualification Format for 2030 World Cup

UEFA has announced a comprehensive restructuring of its men’s national team competitions, introducing a two-tier qualifying system for the 2030 FIFA World Cup and a redesigned UEFA Nations League format. 

The changes, which mirror the "Swiss model" recently adopted in the UEFA Champions League, aim to enhance competitive balance and maximize entertainment value without expanding the international match calendar.


New 2030 World Cup Qualifying Structure

The new European qualifying format will divide nations into two distinct tiers based on their performances in the restructured 2028/29 UEFA Nations League.

League 1 (Top 36 Teams): The top tier will feature 36 countries divided into three groups of 12. Utilizing a single-league table design, each team will play six matches (three home, three away) against six different opponents—two from each seeding pot. The highest-ranked teams from these groups will secure direct qualification for the 2030 World Cup, while the remaining slots will be contested via play-offs.

League 2 (Remaining 18 Teams): The lower-ranked 18 nations will compete in the second tier, which will still offer a viable pathway to secure qualification spots for the final tournament.


Restructured UEFA Nations League

In tandem with the World Cup qualifying updates, the UEFA Nations League will transition from its current four-league system into a streamlined three-division format.

Division Framework: Leagues A, B, and C will each consist of 18 teams, subdivided into three groups of six.

Fixture Format: Teams will play six group-stage matches. This includes one match (either home or away) against five different opponents from alternative seeding pots, alongside a traditional home-and-away double fixture against the opponent drawn from their own pot.

Knockouts and Continuity: The tournament's existing postseason structure—comprising the quarter-finals, the Final Four tournament, and promotion/relegation play-offs—will remain unchanged.


Leadership Perspective

UEFA President Aleksander Čeferin emphasized that the strategic pivot addresses both sporting integrity and commercial viability.

"The new formats will improve competitive balance, reduce the number of dead matches, and offer a more appealing and dynamic competition to fans," Čeferin said. "Crucially, this ensures a fair qualification chance for all teams without adding any additional dates to the international calendar. These changes will grow the value of UEFA men’s national team football."
