ABUJA:  The Federal Executive Council has approved a comprehensive restructuring of the National Youth Service Corps, marking the first holistic reform of the scheme since its inception 53 years ago. The changes aim to modernize the program into a skills-focused, productivity-driven institution that supports the federal government's broader economic goals.

Structural and Leadership Changes

A major component of the reform involves a shift in the organization's governance. Moving forward, a civilian will lead the scheme, while the military will maintain its role in providing security for corps members across the country.

To formalize these updates, the council has instructed the Attorney-General of the Federation and the Ministry of Youth Development to amend the NYSC Act and its associated regulations, providing the necessary legal framework for implementation.

Key Features of the Reform

According to the Minister of Youth Development, Ayodele Olawande, the initiative began in 2025 as a collaborative effort involving the ministries of youth development and education, alongside the Office of the Special Adviser to the President on Policy and Coordination. The modernization strategy includes several core updates:

  • Digital Integration: The implementation of a technology-driven mobilization and call-up process.

  • Safety and Logistics: The introduction of risk-sensitive deployment strategies to enhance corps member safety, alongside a national grading system to improve camp facility standards.

  • Curriculum Redesign: A revamped six-week orientation course focusing on leadership, entrepreneurship, and digital literacy.

  • Targeted Placements: Primary assignments will now be aligned directly with the participants' academic backgrounds and career goals.

  • Visual and Ceremonial Updates: The introduction of a professionalized uniform design and a new graduation ceremony to succeed the traditional Passing Out Parade.

Historical Context and Economic Alignment

The NYSC was established in 1973 after the Nigerian Civil War to foster national unity by deploying university graduates to states outside their home regions for a mandatory year of service. Officials state that these new reforms are designed to align the historic institution with contemporary economic demands and President Bola Tinubu’s objective of developing a $1 trillion economy.
