A major political and economic debate has emerged in Nigeria following accusations that the Federal Government has withheld N250 billion in dividends from Nigeria LNG Limited (NLNG) that were originally allocated for state governments.

The controversy began when Oyo State Governor and presidential candidate Seyi Makinde claimed that the administration of President Bola Ahmed Tinubu deliberately delayed the disbursement of the funds to push it past the 2027 general election. Although the Presidency, through Bayo Onanuga, quickly dismissed the claims as false, Governor Makinde maintained his position, insisting he stands by his statements.

This financial dispute comes at a critical time, highlighted by a recent United Nations Development Programme (UNDP) report showing an increase in Nigeria's multidimensional poverty rate, alongside ongoing discussions with international bodies like the World Bank and the International Monetary Fund regarding revenue reporting and tax growth.

Criticisms Over Transparency and Governance

Civil society leaders and governance experts have weighed heavily into the dispute, criticizing the administration's approach to fiscal transparency and cooperative federalism.

  • Concerns Over Development: Critics argue that withholding funds meant for subnational governments directly harms local populations. Because these allocations are intended for critical public works and poverty alleviation projects, delaying or holding back resources hinders regional progress and deepens economic hardships for ordinary citizens.

  • Calls for Accountability: Transparency advocates point out that federal systems rely on mutual respect and adherence to legal revenue-sharing frameworks. Using political differences to restrict state resources is viewed as counterproductive to national development. At the same time, experts emphasize that state and local governments must drastically improve transparency in how they spend public funds, ensuring that citizens can clearly see the tangible benefits of their allocations.

  • Fiscal Secrecy Debates: Observers have also raised concerns about the availability of public financial documents, such as detailed budget implementation reports and actual revenue trackers. Critics argue that a lack of open data breeds mistrust between the public and government institutions, making it difficult to verify conflicting claims made by federal and state leaders.

Official Response Pending

As the public debate intensifies, attention has turned to federal financial institutions for clarification. The Office of the Accountant-General of the Federation has indicated that a formal response addressing the status of the NLNG dividends and related financial allocations will be provided following internal consultations.
