PFIPC Probe: Businessman Claims He Paid Adeyemi N400 Million for Contract

The Managing Director of Divine Dopacy Nigeria Limited, Mr. Gbenga Collins, has testified before the House of Representatives regarding a major fraud scheme. Collins detailed how he lost N400 million to a man falsely presenting himself as a high-ranking government official.

The Encounter and False Credentials

Appearing before the House Ad-hoc Committee investigating the establishment and activities of the purported Presidential Foreign Investment Promotion Council (PFIPC), chaired by Hon. Yusuf Gagdi, Collins explained how he was deceived. He stated that he met Prince Adeniyi Adeyemi in Ogbomoso in December 2024 during a local event.

Several weeks later, Adeyemi invited Collins to Abuja, sending an official Lexus SUV bearing a Federal Government registration number to transport him from the airport to an office at the Federal Secretariat. Surrounded by security personnel, government vehicles, and large numbers of visitors, Collins was led to believe Adeyemi was the legitimate Director-General of both the PFIPC and the Presidential Economic Advisory Council (PEAC).

The Contract and Payments

During a subsequent meeting, Adeyemi offered Collins's company a contract to renovate and furnish an official residence assigned to him as Director-General. Adeyemi personally led Collins and various staff members on an inspection of the property.

In April 2025, Adeyemi provided a contract award letter, a scope of work, and an official agreement. To demonstrate financial capacity and expedite contract mobilization, Collins was instructed to pay N400 million. Relying on funds raised from business associates who trusted his judgment, Collins made five separate payments between May and July 2025:

  • May 16, 2025: N100 million paid to World Entrepreneurs Limited

  • May 22, 2025: N100 million paid to World Entrepreneurs Limited

  • May 28, 2025: N100 million paid to World Entrepreneurs Limited

  • June 20, 2025: N80 million paid to World Entrepreneurs Limited

  • July 29, 2025: N20 million paid to Sunshine Confectionery and Catering Services

Discovery of the Scam

Despite completing the payments, mobilization for the project never occurred. Adeyemi repeatedly delayed the process, initially citing security concerns and later postponing the timeline. When communications ceased and pressure mounted from his financial backers, Collins sought legal counsel in Abuja. His lawyer confirmed that he had been defrauded.

A formal petition was submitted to the Economic and Financial Crimes Commission (EFCC) on November 13, 2025, prompting an ongoing investigation into the bank accounts and individuals involved. Collins reported that the financial burden has severely impacted his business and personal property, leaving him facing heavy debts to his associates.

Parliamentary Actions and FRSC Summons

Lawmakers raised significant concerns regarding how unauthorized vehicles managed to obtain official Federal Government registration plates, which had contributed to the victim's deception. As a result, the committee summoned the Corps Marshal of the Federal Road Safety Corps (FRSC) to explain the issuance procedures for government number plates.

Addressing the absence of Prince Adeniyi Adeyemi from the public hearing, Chairman Gagdi explained that the suspect is currently in police custody pursuant to a court order. While respecting the separation of powers and judicial directives, the committee confirmed plans to conduct a private interaction with Adeyemi in the presence of his legal counsel to safeguard ongoing investigations by anti-graft agencies.

The committee continues its public hearings as part of a broader inquiry into allegations of forgery, impersonation, and the abuse of public institutions.
