Newly unearthed documents from the US Department of Justice reveal that disgraced financier Jeffrey Epstein maintained a sophisticated infrastructure in London to house and transport women he allegedly abused. Despite a 2015 trafficking complaint made to the Metropolitan Police, the financier’s UK operations reportedly expanded, involving luxury real estate, coerced recruitment, and international transit.

Residential Network and Coercion

Analysis of bank records, emails, and tenancy agreements identifies at least four apartments in the affluent boroughs of Kensington and Chelsea used to house women from Russia, Eastern Europe, and other regions.

Evidence suggests these residences were not merely housing but hubs for exploitation:

  • Coerced Recruitment: Some women were allegedly pressured to recruit others into Epstein’s trafficking scheme.

  • Financial Control: Epstein exercised strict oversight of the women’s lives, paying for English language courses and providing credit cards with set allowances while occasionally threatening to reclassify rent payments as "loans" to ensure compliance.

  • Living Conditions: Despite the prestigious addresses, internal communications show the flats were often overcrowded, with some victims forced to sleep on sofas.

International Transit and Oversight

The investigation highlights a significant increase in the use of the Eurostar to transport women between London and Paris. Records indicate at least 53 tickets were purchased for young women between 2011 and 2019, with over 30 of those transactions occurring after the 2015 police complaint. In the final six months of his life, these crossings occurred at a rate of nearly twice per month.

Furthermore, flight records now link more than 120 private and commercial flights to Epstein’s UK activities, involving various transit points across the country.

Scrutiny of Police Inaction

The revelations have sparked renewed criticism of the Metropolitan Police. Although the Met maintains it followed "reasonable lines of inquiry" regarding a 2015 trafficking allegation, legal experts and former high-ranking detectives argue the evidence was sufficient to trigger a formal investigation into human trafficking.

Key points of contention include:

  • Missed Opportunities: Authorities reportedly had access to financial intelligence, including rent payments from Coutts bank accounts and IP addresses used for group travel bookings.

  • Additional Complaints: A second woman reportedly came forward to the Met in 2020 alleging abuse in the UK, yet it remains unclear what actions were taken.

  • Accountability: Human rights lawyers are now calling for a statutory public inquiry to determine how such an extensive operation remained undetected and why no UK-based individuals were prosecuted despite numerous allegations.

The Metropolitan Police stated they are currently engaged with a national task force assessing whether London airports were used as transit points for sexual exploitation. However, they have not directly addressed the specific findings regarding the London apartments or the frequent Eurostar transit of victims.
